Employees who have a Special Admin Pro appointment with CEMML or CNHP follow a different procedure for reporting leave. This is due to the fringe 2 process.

Sick and Annual leave reports are due by the 5th of every month. Submissions are done through the WCNR Intranet’s Sick and Annual leave site. Non-exempt employees are also required to submit their leave into TC+.

Any corrections to leave records must be submitted by the 20th each month for the previous month. Late changes will no longer be accepted due to the fringe 2 billing process. Any corrections beyond that will need to be worked out with your on-site supervisor or project PI.

Example: April leave is due by May 5th. Changes to April leave records are due May 20th.

Special Leave

Special leave is also due by the 5th of every month. Special leave is referred to as any approved leave taken that is not sick or annual. This includes:

CSU allows for 5 days or 40 hours max per instance of an immediate family member passing

Processed as fringe 2

Hours missed should be reported in the special leave system via WCNR

There is no limit to time off related to Jury Duty

Official summons must be provided

Processed on department 16 funds

Hours missed should be reported in the special leave system via WCNR

University sanctioned snow or inclement weather days off are processed as part of fringe 2

Any employee who was scheduled for sick or annual leave prior to the closure announcement is not eligible for this leave

Hours missed should be reported in the special leave system via WCNR

Base closures due to inclement weather or natural disasters are processed from CEMML’s leave pool (fringe 2).  Hours missed must be submitted through the WCNR Special Leave system by your supervisor and official base closure notice must be provided.

Any base closures not due to inclement weather or natural disasters are still considered work days. Please touch base with your supervisor for alternative work before taking the day off.

Up to 15 days (120 hours) of military leave is granted by CSU

This time off is directly charged to the appropriate project

Employees who need to use more than 15 days will need to use their personal leave accruals or go on leave without pay

Hours missed should be reported to WCNR HR

Please work with the WCNR HR group on LWOP

WCNR HR will report to leave processors to finalize leave submissions

Hours missed should be reported by the employees supervisor to the WCNR HR team

A WCNR staff member will verify the leave and enter in both WCNR and TC+ for the employee

Special leave is capped at 8 hours/day regardless of alternative schedules. Only supervisors can submit special leave for their employees.

All special leave entries should have a justification for the leave and any related documentation (ie. official Jury Duty summons).

A WCNR staff member will enter special leave into TC+ for those non-exempt employees.

Holiday Leave

All employees are employed by Colorado State University (CSU) and receive ten (11) days of holiday leave authorized by CSU annually. CSU’s holiday schedule is determined by the Executive Director and Chief Human Resource Officer of the Human Resource Department, based on authority designated by the State Comptroller (HR Manual p. 11).

Holidays will automatically be entered into the leave system and TC+ by a WCNR staff member.

CEMML specifically has negotiated an alternative holiday schedule for those directly affected by federal closures. Principal investigators identify if an employee will adhere to the state or the federal holiday schedule at the time an employee is hired.

At any given time, the governor of Colorado or CSU may issue additional holidays throughout the calendar year. These additional holidays are given to all employees, but dates may vary based on which schedule an employee adheres to.

In an event where the federal government issues additional holidays, employees on the federal schedule are not entitled to this additional day off. Only in the event that the state of Colorado and CSU observe the holiday will this additional holiday be granted.

Any additional days off that are not noted as holidays will require additional discussion with central administration before they are granted. It cannot be assumed that these days are available until verified with Human Resources and Business and Financial Services.
